CHAPTER 1
GENERAL PROVISIONS


1. National Park "Belovezhskaya Pushcha" (hereinafter - the National Park) is a specially protected natural area of republican significance. It was created to preserve in its natural state and comprehensive study of standard and unique natural complexes and objects of the Bialowieza virgin forest, the biological and landscape diversity of the territory, the restoration of disturbed natural complexes and objects of particular ecological, historical, cultural and aesthetic value, as well as their sustainable use. for environmental, scientific, educational, recreational, recreational and other purposes.
2. The National Park is managed by a legal entity - the State Environmental Institution "National Park "Belovezhskaya Pushcha"(hereinafter referred to as the institution), acting on the basis of the charter. National Park is under the operational management of the Administration of the President of the Republic of Belarus.
3. The lands of the National Park, which form its territory, include the lands provided to the institution for permanent use, as well as the lands of other land users. The lands of the National Park are under environmental protection and are used in accordance with the law. Land users whose land is located within the boundaries of the National Park are obliged to observe the mode of their protection and use established by these Regulations.

CHAPTER 2
STRUCTURE OF THE TERRITORY OF THE NATIONAL PARK, THE MODE OF ITS PROTECTION AND USE

4. The structure and mode of protection and use of the territory of the National Park are established in accordance with the Law of the Republic of Belarus of October 20, 1994 on Specially Protected Natural Territories Of the Republic of Belarus, 2000, No. 52, 2/171) and are determined by these Regulations.
Forestry, forest protection, reforestation, fire prevention, biotechnical and other activities, as well as secondary use in forests, are carried out according to the draft territorial organization of the National Park, which includes forest management, hunting and land management projects. These projects are approved by the Office of the President of the Republic of Belarus in coordination with the Ministry of Natural Resources and Environmental Protection. Based on these projects, the institution develops programs, current and future work plans of the National Park, which are approved by the Office of the President of the Republic of Belarus. On the territory of the National Park, activities are prohibited in accordance with the Law of the Republic of Belarus "On Specially Protected Natural Territories", as well as:
- works related to the use of subsoil and changes in the natural landscape;
- discharge into reservoirs and streams of untreated sewage and waste;
- timber rafting on ponds and water courses;
- skidding with tracked and heavy machinery;
- movement of mechanized transport off-road, except for machines that perform agricultural, forestry work and ensure the functioning of the National Park;
- parking of vehicles in places not intended for these purposes;
- introduction and acclimatization of flora and fauna objects, except for return introductions (reintroduction);
- research and scientific experiments that may lead to disruption and degradation of natural complexes and objects, as well as the established mode of their protection and use;
- the implementation of other types of business and other activities that adversely affect the safety of natural complexes and objects located on the territory of the National Park, except for renaturalization of water bodies and watercourses.
5. Taking into account the peculiarities of the National Park, zones with the appropriate regime are established within its borders:
5.1. The reserve zone includes a unique large array of natural forests that previously grew in Central Europe and have a special ecological, historical, cultural and aesthetic value.
The reserve zone consists of integral arrays of natural complexes and individual plots, which are key reserves of the gene pool of flora and fauna, habitats of rare species of wild plants and wild animals, including especially valuable old-growth mixed forests.
In the reserve zone, only measures for its protection and scientific research are permitted.
Activities for the protection of the protected area include: extinguishing forest fires; prevention of natural disasters that threaten the complete destruction of natural complexes and objects; fencing in of separate plots for the preservation and renewal of rare representatives of wild plants growing in a conservation area.
Scientific and security measures in the reserve zone are carried out according to projects, programs and plans developed and approved in the established procedure.
Strangers are not allowed in the reserve zone without permission of the institution.
Unreasonable changes in the boundaries and sizes of the reserve zone, as well as the inclusion of natural complexes and objects subject to human impact or used for recreational and economic purposes, are not allowed;
5.2. the zone of regulated use includes indigenous phytocenoses, separate ecosystems, natural and historical-cultural monuments and objects. Forest management measures in the zone of regulated use should be aimed at creating the most optimal conditions for the functioning and development of natural ecosystems. Priority among forestry measures should be given to reforestation, which is allowed to be carried out in conjunction with the regulation of the number of wild ungulates.
Haymaking, cattle grazing, picking mushrooms and berries, as well as other types of environmental management are permitted for the needs of the institution and the local population and are held in specially designated places in accordance with forest management, hunting and land management projects.
Sanitary-veterinary and treatment-and-prophylactic measures are carried out in order to preserve the gene pool, as well as prevent diseases of wild animals. Regulated educational, ecological and other tourism, as well as excursions are conducted along special ecological routes under the guidance of guides and specialists of the institution;
5.3. recreational zone includes areas suitable for the placement of tourism and recreation facilities, including buildings and structures recognized as valuable in cultural, educational, historical, educational, aesthetic, archaeological, ethnographic and other recreational relations.
Recreation area is used in accordance with the projects, programs and plans for recreational activities.
Recreational activity is carried out on the basis of calculations of permissible recreational loads on natural complexes. In the process of recreational activities, measures are being taken to preserve the existing landscapes, soils, waters, flora and fauna, and to prevent the degradation of the natural complexes of the National Park.
The collection of mushrooms, berries and other products of secondary forest management, hunting, fishing, as well as the use of flora and fauna objects for scientific, cultural, educational, educational, aesthetic and other purposes are carried out in specially provided places in agreement with the institution in the manner prescribed by law.
In the recreational zone, captive breeding of wild animals, the creation of a forest-park zone, dendroparks are allowed;
5.4. Economic zone includes areas on which buildings and structures for administrative, industrial, household, recreational, cultural, educational and other purposes are located, buildings and facilities for the livelihoods of the local population, maintenance of visitors to the National Park and the implementation of industrial and commercial, - purchasing, export-import, tourist, agricultural, forestry, hunting, fishing and other activities that do not contradict boiling primary goals and objectives of the National Park.
The economic zone includes forest land, agricultural land and other land categories. Sites of the economic zone do not have scientific, historical, cultural and recreational value.
Natural resources located on the territory of the economic zone are used for the needs of the institution and the local population. The type and nature of economic activity are chosen taking into account the natural and economic conditions, material, technical, financial, labor and other resources.
6. The boundaries of the zones of the National Park are designated on the ground by special information and other signs. Changing the boundaries and areas of these zones is carried out in accordance with the law.
7. The protection zone of the National Park was established in accordance with the Law of the Republic of Belarus "On Specially Protected Natural Territories" to prevent negative impact on its natural complexes and objects of economic and other activities.
In the security zone are prohibited:
- introduction and acclimatization of flora and fauna objects alien to the local flora and fauna and
- negatively acting on natural complexes and objects of the National Park, except for return introduction (reintroduction);
- performance of work, including water intake, causing changes in the natural hydrological regime, watercourses and groundwater, or affecting the natural complexes of the National Park, except for the renaturalization of water bodies;
- discharge into reservoirs and streams of untreated sewage and waste;
- survey, design and construction of land reclamation systems and peat enterprises;
- implementation of other types of economic activities that may have a negative impact on the natural complexes and objects of the National Park.
Forest use, hunting and commercial fishing are carried out in the protected zone in accordance with the legislation in agreement with the institution.
Land owners, landowners and land users whose land plots are located within the boundaries of the National Park conservation zone are obliged to observe the mode of its protection and use established by these Regulations.
The boundaries of the security zone are designated on the ground by special information and other signs. Changing the boundaries and composition of the lands of the protected zone is carried out in accordance with the law.
8. Accommodation and reconstruction of construction objects within the National Park are carried out in accordance with the Law of the Republic of Belarus "On Specially Protected Natural Territories" and taking into account the regime of protection and use of the territory of the National Park and its protection zone established by these Regulations, and are made in agreement with the institution.
The alienation of residential buildings and premises located within the boundaries of the National Park on the lands of other land users and owned by citizens, is carried out in accordance with the legislation as agreed with the institution.

CHAPTER 3
PROTECTION OF THE NATIONAL PARK

9. Protection of the National Park, its natural complexes and objects, control over the observance of the established regime in the protection zone are provided by employees who are part of the protection of nature reserves and national parks of the Office of the President of the Republic of Belarus.
10. The list of positions of workers who are part of the protection of nature reserves and national parks of the Administrative Department of the President of the Republic of Belarus, and a description of the signs of their differences are approved by the President of the Republic of Belarus.

CHAPTER 4
RESPONSIBILITY FOR VIOLATION
LEGISLATION ON NATIONAL PARK

11. Legal entities and individuals guilty of violating the requirements of legislation in the field of environmental protection, as well as these Regulations, shall bear administrative, criminal or other responsibility in accordance with the legislation.
12. The damage caused to the National Park is reimbursed by the guilty legal entities or individuals in the amount and manner prescribed by law.

The National Park "Belovezhskaya Pushcha" (hereinafter - the National Park) with an area of 152.2 thousand hectares is located in the Svisloch district of the Grodno region, the Pruzhansky and Kamenets districts of the Brest region. The lands of the National Park include the lands granted to the state environmental institution "National Park "Belovezhskaya Pushcha" for permanent use.

The area of ​​the protected zone of the National Park "Belovezhskaya Pushcha" (hereinafter - the National Park) is 30 thousand hectares, of which 3.15 thousand hectares are located in the Beliansky forest area, 0.69 thousand hectares in the Brovsky forest area, 3.38 thousand. ha - in Korolevo-Mosty forest area, 0.96 thousand hectares - in Nikorsk forest area, 6.5 thousand hectares - in Novoselkovsky forest area, 4.85 thousand hectares - in Oshchepsky forest area, 0.97 thousand hectares - in Svislochsky forestry, 4,26 thousand hectares - in the Khvoyniksky forest area, 5,24 thousand hectares - in the Yazvinsky forest area of ​​the state nature conservation institution "National Park "Belovezhskaya pusha".

The area of ​​the zone of regulated use of the National Park "Belovezhskaya Pushcha" (hereinafter - the National Park) is 52.8 thousand hectares, of which 1.64 thousand hectares are located in the Beliansky forest area, 5.16 thousand hectares in the Brovsky forest area, 4 thousand .ha - in Korolevo-Mosty forest area, 8.17 thousand hectares - in Nikorsk forest area, 5.83 thousand hectares - in Novoselkovsky forest area, 4.33 thousand hectares - in Oschepsky forest area, 3.9 thousand hectares - in Pashukovsky forest area, 7.6 thousand hectares - in Svisloch forest area, 3.55 thousand hectares - in Khvoyniki forest area, 2.58 thousand hectares - in Yazvinsky forest area, 6.02 thousand hectares - in Yasensky forest Belovezhskaya Pushcha National Park.
